Any ideas on where in the ASME code it mentions this?

I am exploring a method of reinforcing a code stamped pressure vessel with welded elements. It is a wind tunnel and to recertify it by pneumatic testing or a hydrostatic test is out of the question. I cannot find in the ASME codes if it is allowed to just have the welded parts inspected to get the R certification from ASME. I cannot find it in Division I, II, V, VIII or IX.

The code relates to the Welder and his/Her qualifications to make the weld. Just make sure that you have the weld done by aa ASME certified welder. That is the best and most hassle free way to do it.
